My tutorials are written by myself and any similarities with other templates is nothing but coincidence, all are written in PSP9.
And are written for those with basic + advanced knowledge of PSP.

This tutorial was written by me at April 5 2014. 
Supplies:
Scrapkit by AmyMarie: Easter Stars
Tube by Mistichekaya: Oliviya
A mask by Millie: Mask 25
 
Create a new canvas 700x700.

Copy paste element 16.
Position it a bit down.

Copy paste element 21.
Position it to the far left of the fence.
Move the layer to the background.

Copy paste element 2.
Position it to the far left of the fence.
Move the layer to the background.

Paste your closeup tube as background layer.
Position how you want it.
Erase the parts below the fence.
Duplicate the tube layer.
Give the lowest tube layer a gaussian blur of 7 and change the opacity to 50.
Change the layermode of the upper tube layer to Screen and the opacity to 50.

Copy paste your normal tube as top layer on the left side of the fence.
Duplicate the tube layer.
Give the lowest tube layer a gaussian blur of 3.
Change the layermode of the upper tube layer to hardlight and the opacity to 80.
Merge these two tube layers together.

Copy paste element 3.
If you use the same tube as me, position it over her knee.
(If you use a different tube use a position that you like best)
Move the element layer below the tube layer.

Copy paste element 4.
Position to the right side of the fence.

Copy paste element 30.
Resize 65% and position to the right side of the fence over the previous element.

Crop your tag.

Paste paper 11 into your background and add your mask.
Merge the group and set the opacity of the mask to 75%.

Give all elements (not the mask, or the tube in the background) a dropshadow of 1-1-40-5.

Add your name, don't forget your copyright and you're done.
