Supplies:

Scrapkit by AmyMarie: Spring Things 

Tube by Mistichekay: Oliviya

Font I used: Masterics

Open a new 700x700 canvas.

Copy paste element 134 (white frame).
Resize 65%. Keep it centered in your tag.

Use your magic wand to select the inside. Expand the selectio with 5px. Invert the selection.
Open paper 34, resize 45%, copy and paste into your tag, hit delete.
Paste your tube, hit delete. Deselect and move the frame layer to top.

Duplicate the tube layer.
Give the lowest tube layer a gaussian blur of 5.
Change the layermode of the blurred tube to Luminance.
And the normal tube layer to Hardlight.

Copy paste element 117.
Resize 75%. Move to the background in your layerpalette. And position behind your frame.

Copy paste element 145.
Move layer to the background. Duplicate and mirror.

Copy paste element 192.
Keep it centered and move to the top in your layerpalette.

Copy paste element 14.
Position on the bottom of your frame.

Copy paste element 163.
Position over the previous element.

Copy paste element 136.
Position over the previous element.

Copy paste element 15.
Position on the left side of your frame.

Copy paste element 155.
Position on the left side of your frame.

Copy paste element 159.
Position on the left side of your frame.

Copy paste element 137.
Resize 75%. Rotate 90 to the left. Position on the left side of your frame.

Copy paste element 135.
Resize 75%. Position on the left side of your frame.

Copy paste element 175.
Resize 50%. Position the lower left corner of your frame.

Copy paste element 111.
Resoze 35%. Position the lower left corner of your frame over the bottoms of the other elements on that side.

Copy paste your tube on the right side of the frame. I resized mine 45%.

Copy paste element 127.
Resize 75%. Position the knot in the bow on top of the heart left. Make it your top layer.

Crop your tag. Give all elements a dropshadow of 1-1-40-5.

Add your name, copyright and you're done!
